Water PNG

The establishment of Water PNG arose from a strong recommendation from studies undertaken in the seventies and eighties on the provision of Water Supply and Sewerage services in urban and rural areas of PNG.

The first National Water Supply and Sewerage Act was passed in the National Parliament in December 1982 culminating actions by successive governments in the rationalization of management of urban water supply and sewerage services in PNG.

The Act created the National Water Supply and Sewerage Board which operated under the Department of Works and Supply from 1982 to 1986.

Water PNG commenced operations on 1 January 1987 managing water supply and sewerage systems in Lae, Madang, Mt.Hagen, Wewak, Kundiawa, Kimbe and Arawa. The Head Office is located in Port Moresby.

The recommendations to rationalize the planning, operations and management of water supply and sanitation services were based on the following revelations:

  • The water sector was highly fragmented resulting in lack of national planning, poor management and coordination.
  • The urban water supply and sewerage services poorly managed resulting gross efficiencies and poor service delivery to consumers.
  • Compliance in meeting specified Drinking Water Quality Standards under Public Health Regulations was poor.
  • Cost recovery was non-existent with operation and maintenance funded from the National Budget.
  • There was no authority to regulate Service Standards provided by operators of private Water Supply and Sewerage services.

The Act created the National Water Supply and Sewerage Board which operated under the Department of Works and Supply from 1982 to 1986. In 1985 a review of the Board operation was undertaken recommending amendments to the 1982 Act to establish a commercial statutory authority with independent Board of Directors.

The successful passage of the National Water Supply and Sewerage Act 1986 in the National Parliament saw establishment of Water PNG. Water PNG has independent Board of Directors and is self-financing. Membership and appointment of Directors are provided for in the Act.
