PNG & Japan Sign Contract Agreement for POMSSUP

Wednesday October 14, 2015 – Kumul Consolidated Holdings (KCH) today announced the official signing of a contract agreement for the Port Moresby Sewerage System Upgrade Project (POMSSUP) with Dai-Nippon – Hitachi (Joint Venture) of Japan.

The agreement was signed by Mr Garry Hersey, Managing Director of Kumul Consolidated Holdings (PNG) and Mr Mitsuo Uesaka, President, Representative Director of Dai Nippon Construction (Japan) in Tokyo, Japan.

The contract signing was also witnessed by Hon. Ben Micah, Minister for Public Enterprise & State Investments (PNG) and Mr Shiro Inoue, Division Director, Global Business Development Division, Hitachi Ltd (Japan).

Speaking at the event, Minister Micah welcomed the signing of the agreement that he said will change the lives of many people in Port Moresby and deliver environmental benefits.

“This sewage system upgrade will significantly enhance living conditions and health of more than 75,000 people in the National Capital District,” Minister Micah said.

“With current growth in Port Moresby we expect the population footprint of people who benefit from the project to multiply within three decades.

“This upgrade will also clean up coastal water that is currently unusable because it is polluted.

“This system upgrade will keep the sewage out of waterways and deliver an improved marine ecosystem.

“The flow-on benefits from this are better fishing and increased tourism activities in these waters.

“We will also see the creation of local employment opportunities and upskilling during the construction phase and well beyond into the operational phase of the new treatment plant.”

Mr Garry Hersey, Managing Director, Kumul Consolidated Holdings said “The signing of the contract today is a significant milestone for the POMSSUP project. The vision came with the initial JICA feasibility study which was completed in 2006. Since then we have had inputs from NJS and Eda Ranu in developing the detailed engineering design. Today’s signing is a green light for construction to commence and we look forward to completing the project within the expected timeframe and budget upon which the resource will be handed over to Eda Ranu for operation.”

The signing today will initiate construction of the sewer network, the rehabilitation of 9 pump stations, the construction of 4 new pump stations and a state of the art, sewerage treatment plant (STP) at Joyce Bay in Port Moresby, in the National Capital District of Papua New Guinea at a total cost of K369m.

This is a milestone achievement for KCH as it manages POMSSUP as a key-impact government infrastructure project with the aim to improve hygiene and sanitation for Port Moresby coastal residents and improve the coastline marine system. The finalising of the stringent contractor procurement process has been a combined effort between key GoPNG stakeholders and Japan International Cooperation Agency (JICA). The construction of the project is expected to be completed by 2018 when PNG hosts the Asia-Pacific Economic Cooperation (APEC) Leaders’ Summit.

ABOUT POMSSUP

The Port Moresby Sewerage System Upgrade Project is a key welfare-enhancing project for the people of the National Capital District of Papua New Guinea. Kumul Consolidated Holdings* is the implementing agency for POMSSUP which involves the upgrading of the existing coastal sewerage system currently operated by Eda Ranu.

There are two main sewerage systems in Port Moresby, one for the inland area and one for the coastal area. The upgrade is for the coastal area. The project will see construction activities from Konedobu to Kilakila, where the state of the art sewerage treatment plant will be constructed at Joyce Bay.

The sewerage treatment plant is designed to the highest international standards and will service the coastal area with capacity for future expansion. It will be the largest sewerage treatment plant in the South Pacific and upon completion will be operated by Eda Ranu as the water and sewerage service provider within the Nation’s Capital.

POMSSUP is funded by the government of Japan through Japan International Cooperation Agency (JICA).  NJS is the supervising consultant for the project.
